Racial Power[]
From the "Cursed" expansion, Kobolds must have at least two tokens in a region at all times, even if their special power says otherwise. In decline, 1 token will be left in a region as per usual. For a negative power, it isn't too bad, since it gives the player lots of defense and tokens, as well as being immune to the Sorcerer's racial power!
Kobolds get 11 tokens.
There are 16 Kobold tokens in the box.
